British Broadcasting Corporation Gaza Programme Ruled a 'Serious' Violation of Media Standards, Says Ofcom
The BBC committed a "significant breach" of broadcasting rules by failing to disclose that the presenter of a film about the Gaza conflict was the offspring of a Hamas representative, as ruled by regulatory body Ofcom.
An inquiry by the media regulator into the programme Gaza: How to Survive a Warzone has determined that the film was "substantially inaccurate".
The BBC's director general had earlier expressed regret, stating there had been "a significant failing in relation to factual correctness".
The authority has instructed the corporation to air a peak-time statement about its decisions.
"Since this amounts to a serious breach of our code, we are directing the broadcaster to transmit a announcement of our conclusions against it on BBC Two at 9pm, with a schedule to be finalised," it said.
'Risk to Damage Credibility'
The authority's report declared: "Our probe determined that the film's lack of disclosure that the voice's parent occupied a position in the Hamas-run authority was substantially inaccurate.
"It meant that the audience did not have vital facts which may have been highly relevant to their assessment of the narrator and the information he shared.
"Credibility is at the heart of the connection between a television network and its audience, notably for a national broadcasting corporation such as the BBC.
"This failing had the possibility to damage the exceptionally strong degrees of trust that viewers would have put in a BBC factual programme about the Israel-Gaza war."
The programme was pulled from iPlayer in the month of February after the narrator's personal associations emerged, and in this past July an corporation's own inquiry concluded it breached the corporation's journalistic standards on truthfulness.
A corporation official stated: "The authority's determination is in agreement with the conclusions of Peter Johnston's review, that there was a major oversight in the programme in relation to the broadcaster's journalistic policies on accuracy, which aligns with clause 2.2 of Ofcom's Broadcasting Code.
"We expressed regret for this and we agree with the authority's determination in complete. We will adhere to the sanction as soon as the timing and wording are determined."
